OTTAWA — A Cornwall daycare has been cleared after an 11-month police investigation into allegations of child abuse.

Christina Stephenson, the executive director of the Heart of the Family Childcare Centre, said Cornwall police told her on March 18 that no charges would be laidyou canwow goldkaufen from online shop with safe transaction.

“It has been 10 months of rebuilding,” Stephenson said. “Not only rebuilding what we had worked so hard to build, but we had to rebuild the parents’ trust.”

The daycare was ordered to shut down in May 2013 after allegations of child abuse were brought to the Children’s Aid Society, according to a notice from the Ministry of Education obtained by the Citizen.

Stephenson said she believed the CAS did not conduct any investigation before the agency went to police. CAS workers never came to the daycare, nor did they interview any staff members, she said. The CAS was not available for comment.

The notice, however, paints a different picture. It says the CAS found in their investigation that children had been lost inside and outside the daycare, including one boy who was found in the maintenance room after he poured cleaning fluid on himself.

The notice went on to allege that an 18-month-old child fell down the stairs while he was unsupervised. He was found at the bottom of the stairs with a bump on his forehead and a mark on his back, the notice said.

The notice also alleged that staff carried and swung young children by the arms or wrists with their feet off the ground or used high chairs to strap in toddlers for extended periods of time.

“We absolutely found the allegations to be disturbing,” Stephenson said.

The Ministry of Education ordered the daycare to make a raft of changes before it reopened two weeks later.

That included re-training in CPR, first aid and behaviour management.

The daycare was also ordered to ensure that hazardous materials were inaccessible to children at all times.

The ministry notice also ordered Stephenson to stay away from the daycare until the police investigation concluded.

“It was hard because I could see the children playing in the yard from my window and knowing I couldn’t be with them,” Stephenson said. “That was very frustrating for me.”

The announcement that no charges would be laid came after police consulted with a Crown attorney in Napanee since Stephenson’s son is a Cornwall police officer.

“After a full investigation, there’s no criminal charges being laid and we’re going no further,” said Acting Staff Sgt. Kurt Fraser, the officer in charge of the criminal investigation branch.
