CABIN FILTER

   It's the one that recycles cabin air when you are using the 
A/C or the heater.
According to the instuctions, this filter needs replacment anually.
I do so and i combine it with oil change.
Lately when you turn on the A/C it startes to make an:
KrrrrRRRrrrr KrrrRRRRrrr KRRrrrrrrRRRRrrrrRR
noize and it sounds somewhere between the engine bay and 
beneath the windscreen...
They told me that, if the filter is replaced the noize will stop(!)

Is this true? If so, why this sound occures?
